Finally fixed it by removing the iOS17.4 files using the Platforms page and reinstalling, starting with the iOS files then loading the simulator from Xcode toolbar. This took a couple of attempts and to be honest I don't remember which of the install routes was the one, run button or run destinations picker, that finally worked.
