Where is the source for this? I tried to find it in iOS 16.4 release note but nothing mentioned about this change.

This issue is not fixed with iOS 15.2 beta 4. My bug report status is still open. Recent similar reports is more than 10. Developers should open a bug report if they have similar corelocation issues. So that Apple would pay more attention to this issue.
