Thank you very much for your response. Given that background data collection is necessary, is it still unavoidable even if the device is owned by an organization and managed through MDM?

This gives users oppotunity to choose "change to only while using the app" and this option could prevent us from getting location in the background. the device is belongs to an organisation and Manged through MDM.
