Updated to iPadOS 18.6 on my currently available devices and the Local Network permission seems to be working now on the extension. In 24h I'll be able to run the test suite at our lab setting and fully verify this, marking this as answered.

I’ve updated to iPadOS 18.6 on the devices currently available to me, and the Local Network permission now appears to be working correctly in the extension. I’ll be able to run the full test suite in our lab environment within 24 hours to confirm this. If everything checks out, I’ll mark this as resolved.
