Same issue here. I have two Bitbucket accounts. I was signed in with the other account and the grant access failed and now I am stuck on the "Bitbucket Cloud installation was incomplete" error with no way to retry.

For anyone else with this issue, I was able to fix it by going to Bitbucket and revoking the Xcode Cloud access token under Personal Bitbucket Settings/App authorization.
