This is fixed in the release version of Xcode 12 for me. Previews are working fine in my project that has multiple dependent SPM packages.

It also is handy when your machine has MDM and forces App Store apps to be updated and you don't want IT overwriting the version of Xcode you are using every time a new version comes out. Please upload a standalone installer for Xcode 12.1!
