I'm observing the same issue with Xcode 13.3.1 (13E500a) using macOS Monterey 12.3.1 (21E258). Additionally to the log messages, it incurs a CPU usage of 15 % when idle, versus 0 % when not displaying a view with a Map. Looking more closely, I observed a very faint flickering of some annotations on the map (pins and city locations).
