Bluetooth Explorer is an Apple product that ships with Xcode. You can go to menu: "Xcode" -> "Open Developer Tools" or download it directly from the developer downloads page by selecting "more" and download "Additional Tools for Xcode". This is part of tools Apple provides for testing and helping with development, as this one does for Bluetooth. I am sorry that I didn't add this detail, as I just assumed developers were aware of the Additional Tools Package.
