I take it from the documentation it is implied that the failure of applying the configuration does not block other activations, rather than failure to fetch a configuration then? Hello and thank you both I possibly should have clarified but the new devices as requesting additional licenses before having the apps sent down. The new device does not seem to respect (or even pull down) app data after the MDM configuration screen is passed, even though it does receive the app config from the server. I have seen this issue when attempting to use both iCloud backups and iTunes back ups as well when restoring on a new device, restoring the original device persists the data
