Hello and thanks for the reply, The 404 is returned when the device reaches out to fetch the associated app configuration, but during the config creation it is discovered that no licenses are available. I take it from the documentation it is implied that the failure of applying the configuration does not block other activations, rather than failure to fetch a configuration then? I'll take that advice onboard thank you agin for answering

Comment on iCloud restore does not transfer application data when applied to new device
Hello and thank you both I possibly should have clarified but the new devices as requesting additional licenses before having the apps sent down. The new device does not seem to respect (or even pull down) app data after the MDM configuration screen is passed, even though it does receive the app config from the server. I have seen this issue when attempting to use both iCloud backups and iTunes back ups as well when restoring on a new device, restoring the original device persists the data
