It's been a long time, you already have the APP in use? If so, how did they do it?

I talked to someone from technical service and he told me that my iPhone could not use image playground, but my iPhone is 15 pro Max and my iPad is pro. Does anyone know if it is true that I cannot run this app. I have a developer account and up to iOS 18.1 had worked well.
