I am using a Bluetooth USB dongle, and it stopped working since I upgraded to MacOS 12.2 Monterey.
In my case I found a solution that works:
Every-time I boot the system I have type on terminal:
sudo pkill bluetoothd
type your Mac password
Then turn on bluetooth, and it works again.
