This happens on M2 iPad Pros as well: Genshin Impact, for example, runs differently at 60 FPS depending on whether the display refresh rate is left on default 120 or changed to 60. If you limit the display to 60 HZ in Settings, Genshin runs noticeably smoother at 60 FPS.
If the iPad is left at its default settings, there's a stutter while moving the camera that isn't gameplay or game-related (because the game itself doesn't lag when set to specific 100% smooth settings, which means it's Pro Motion that's the problem).
