For clarification, I have tried cmd+R, cmd+opt+R, cmd+opt+shift+R. And all I get is an apple Logo for I'm assuming eternity. I've only let it sit there on the apple Logo for 24 hours max though. I've also tried booting into Safe mode, which when I could get to the login screen still didn't seem to actually be safe mode, and now only gives me the same apple Logo forever. I've reset PRAM and SMC countless times. It may be worth noting that I hear no startup chime, unless I reset PRAM. And I only hear it during the following boot and not again until I reset PRAM again. Which might indicate something.
