I have face same issue In my case I have solve this issue y enabling run script - for install builds only select the target > Build phase > Run Script > check on -For install builds only

I have face same issue, but in my case I was using device management configuration profile called Scalefusion. Due to that I was not able to download the iOS simulator. Hope this is helpful for all.
