I also have this problem, and it will last 10-20 minutes (rough guesstimate) at a time. I'm using Monterey 12.3.1 on a 2019 Intel iMac. I've had this happen several times -- the most recent was during a conda install and the one before that was at the beginning of a Zoom meeting. Haven't tried disabling l location services yet.
