I have the same problem! In support advised 1. Sign out of Xcode and sign in again. 2. Quit Xcode, restart, and then open it again. 3. Verify that the account credentials you are signing in with are correct. 4. Confirm that Xcode and macOS versions are up to date. This is ridiculous.
