While it doesn't look like there will be a general fix that works for everyone from Apple soon, you might be able to solve this by applying a different approach using the System Firewall settings or an external tool that provides similar feature like Lulu. For example running the code to unload the daemon process might lead you to another rabbit hole of Operation not permitted,etc. One approach that solved this for me after sacrificing so much data was to turn on Firewall which is turned off by default and allowing only specific applications to access the internet. Also downloaded the Lulu app and blocked access for the nsurlsessionid daemon from accessing the internet . With this, you can begin to select the applications that get access to your data bandwidth .
