Does "Your app playground must be run on Xcode 14 on macOS 13" means "Your app playground must be run on iOS Simulator of Xcode14 on macOS 13?" Or am I supposed to use SwiftUI Preview?

I’m making a game for Swift Student Challenge. Can I apply a game in which two players and two iPads are needed? I think I can use Bluetooth to connect two devices without using Internet.
