I reproduced this bug's process on iOS 15, iOS 16, and iOS 18 (I don't have a phone with iOS 17), but haven't been able to reproduce it on iOS 26 yet.
Pull down Control Center and turn off Wi-Fi.
Go to Settings and turn Wi-Fi off again.
Call NEHotspotConfigurationManager.shared.apply, and it neither succeeds nor fails.
Repeat the above process several times.
Then I ran it again, calling NEHotspotConfigurationManager.shared.apply, and this time the error NEHotspotConfigurationErrorInternal occurred. Deleting the app didn't solve the error; only restarting the phone resolved it.
