Make sure you are not running over a VPN (for Mac and for device). I killed them, and it seems to work now.

I have exactly the same issue, and would catagorize this Mac behavior as a "bug". It is very confusing, when using an iOS device and mac, and you expect things on the mac to happen as they do on iOS.
