lol I did the same thing as lilpkun... I was stuck on this for like 45 mins and I'm a pretty decent developer. I thought the Russians got into Monterey lol

And on the bright side I tried to switch out the cables and found a Display port cable laying around instead of the HDMI I was using... and it's so clear now!
