I found a tool "Transporter" provided by apple, which can validate and upload ipa files to the app store. I tried this tool instead of XCode. Then, my iPhone app, "Chichibu Unkai Watcher" - https://apps.apple.com/ph/app/chichibu-unkai-watcher/id1541135503 was successfully validated, uploaded and approved. As for macOS version, I could not create an ipa file. So, I uploaded without validation, but it was approved. So, I'm thinking this is a XCode bug at this moment.
