I've seen consequences for instance for major apps with a safety aspect such as the Ring app. If you're offline on a short flight and your Ring safety system has generated Notifications, you never get them when back online and I don't see any other reason than the Ring team making use of silent pushed without knowing the consequences on priority notifications.

Thank you for your confirmation. I think it would be very beneficial to better educate the developer community on this. I recognize there has already been a lot of improvements with the recently updated documentation about APNs, but sadly many apps notification schemes were built before these details were made public. And even the updated documentation could more explicitly state that the apns-priority hierarchy won't play a role in deciding which notification to keep in offline storage.
