Apple support sent me an email stating they reset my device list and that fixed the problem...yay
As for the post above, I was using new app / bundle id so it was more of an issue of old devices clogging up my device-max on free tier. I do appreciate the suggestion!
So in short, my solution was to contact Apple Support via email
