One of the possible reasons could be that user had clicked 'Don't allow' in the consent prompt but we can't say for sure and are not sure how we can guide users to reset their preference. Out of curiosity, is this consent prompt applicable to all extensions developed using ExtensionFoundation/ExtensionKit?
