I'm in this same boat...

I was able to fix this after stumbling on a comment online: In Xcode 11, there is a bug with tvOS app icons. To solve it, rename App Icon & Top Shelf Image or Brand Assets in the Assets to AppIcon Sure enough, once I renamed my tvOS icons folder to AppIcon, it started working and ignored any other value I had set in build settings.
