Found a related issue on github: https://github.com/tensorflow/models/issues/10499 There is a solution and it seems to solve the problem. However it is not clear if tf-models will run correctly after that.

Yes! I can’t agree more. This library is highly required and despite I was able to build it from the sources too it didn’t work for me :(
