Same issue here. I'm running Monterey 12.1 and tried everything above and nothing worked.

There has bee loads of chatter about this for the past several weeks and there is no current fix. Microsoft says they're working on it. One user had success updating to the beta option in AutoUpdater to get a beta Outlook version, but that didn't work for most of us,
