The notary server is taking forever.

I have the following settings. It fails if I set the mtu to anything larger than 1500. Is "Developer ID Notary Service" down? I have been trying for the last hour and half. It just never returns either error or success. I waited more than 10mins and did it multiple times. It usually takes less than 3mins.
