This doesn't seem fixed in the current release. @bilm's advice is the one that did the trick for me. I started noticing the issue because my escape key was getting captured by an invisible window and didn't think about looking in Activity Monitor 🤦.

I rescind my previous reply (can't edit, sorry). It doesn't seem fixed at all. Removing things from the menu bar seem to reset the issue, but it eventually comes back.

Yup I posted about the same bug. Someone mentions that it might be only with an external monitor plugged in (possibly when discrete gpu is enabled, but that's just an instinct of mine having had many issues over the years with those).
