We are seeing the same problem on macOS 15.0 and 15.0.1 and on 15.1 beta releases. Not tried 15.2 yet.

Ok, found a solution. The user can allow the through System Settings -> General -> select Login Items and Extensions -> Network Extensions (on macOS15 or later) or System Settings -> Privacy & Security (macOS 14 or earlier). Not aware of a way to resolve it via command line or remotely though.
