If anyone runs into this, in order to get the proper error use web browser debugging tools and look at the network traffic. Find the error code inside the negative response packet. Here's a screenshot, the reason I can't change it is because our live app still has an old info.plist, informed the reviewer we were updating that and finally got it approved and changed settings after publishing.
