We are having the same issue with the users on our local network. In my case I am building a client application (.app), signing it with my developer ID and distributing it via a .dmg file. We have been doing it for years. It connects to a server on our local network. The Mac in question are running Mac OS 15.3. Once you reboot, you must toggle network access in the system settings.
