Ah whoops, for us it ended up being this issue https://developer.apple.com/forums/thread/772909 We revoked the certs and it started playing ball :) whoops!

Ah shoot, for us, it ended up being this issue https://developer.apple.com/forums/thread/772909. We revoked the development distribution certs created by Xcode cloud and everything started working.
