Added FB20993304 for an instance today.

For the case in FB20993304, the application in question does not have a Notification Service Extension. We have a sysdiagnose from a previous report in our other application from Oct 31, which does have a Notification Service Extension, and we can see that the notification was processed within the Notification Service Extension in a timely fashion (from both our logs and also trace from the system). Yesterday, the user we were working with could reproduce consistently. I have asked them to install the APNs logging profile from https://developer.apple.com/bug-reporting/profiles-and-logs/ (which is still labelled as the "FaceTime and Call Activity Logging Profile" at installation time, causing user confusion, xref FB15646353); unfortunately they reported that since installing the profile the delivery delay has abated.

I see the profile contains <key>RemovalDate</key> <date>2025-12-22T08:00:00Z</date> Does that not mean that it is good until 22nd December?

And now there is an Xcode 26.1 dated Dec 16th, with a DTXcodeBuild of 17B54 - i.e. corresponding to the earlier Xcode 26.1rc1, not the final release, which was 17B55...

We're not using Xcode Cloud but our TestFlight builds are also stuck in Processing - case ID 102802395012
