I have the same problem on both of my devices since updating them to lastest iOS (15.4.1). And, my developers who are remote have the same problem. I submitted a bug report to Apple yesterday, have not heard back. Also posted here: https://developer.apple.com/forums/thread/704659

I am getting this same problem today multiple times after agreeing to all the agreements. The paid agreement doesn't have banking info filled in, but it says it's optional if it is not a paid app. So..... there is really no explanation for why I can't submit a new binary. I get the following error: "Failed retrieving request UUID for upload. You may have outstanding agreements to sign on App Store Connect."
