I have the same issue

Uninstalling XCode and downloading it back helped me. Not updating, reinstalling XCode 14.1 RC2 (same as XCode 14.1)

Had the same problem with same versions. Helped deleting XCode completely and installing again. (XCode 14.1) So strange, Apple
