I have the same issue - first time notirizing and the app stuck with "In Progress". I've even made a tiny one-liner bash script app, which resulted in a 8kb zip file, and it also faced the same fate.

36 hours later both my apps (the real one and the "dummy") got notarized with "Accepted". Now all my subsequential submissions take mere a couple of minutes.
