Hi same thing happened to my phone as well, been trying to find a solution to fixing the latest 18.4 update. But was unable to load anything, safari, app store, but thankfully have stumbled across this post and thank you soo much for for the VPN suggestion, my notifications were all effected as well, including using my cards in my wallet. As soon as i connected to VPN everything starting coming through. I was trying to work out how to roll back the update but i didn't know how to do that either.
