You can try to turn off Screen Time passcode. After opening Screen Time, tap on Change Screen Time Passcode. Choose Turn Off Screen Time Passcode and then enter the 4-digit passcode. After turning off the passcode, you can close Settings and relaunch it. On the Apple ID profile, it will be reloaded. There is the strong possibility that the Sign out is not available due to restrictions is removed.
