October now and I am still having the same issue :(

I have had similar problems when moving to macOS 15 (for a Mac app). The issues seem to have been resolved in macOS 15.1 beta 5.

I am seeing the same think, and am running Xcode 13.2 Beta.

Still does it with Xcode 13 Beta 4 :(

Same issue upgrading 11.2 Beta :( Stuck preparing for upgrade at 15 minutes.
