Open Xcode, then in the menu bar click Window > Devices and Simulators, then press the simulators tab. Then at the bottom you can add any kind of simulator for any SDK that you downloaded

Thank you, I just checked and making swiftpm in Xcode doesn’t give that option, but making it in Swift Playgrounds then opening it in Xcode keeps the minimum OS version, although it’s not shown.

Apple said they will release it over the coming weeks, so don't expect to get off the waitlist soon.
