Apple's Developer System Status shows "Developer ID Notary Service" as operational, so this appears to be a backend/account processing stall rather than a public outage. It no longer lists any Dollar Desktop Pet submissions. When queried directly, these Dollar submission IDs now return: "Submission does not exist or does not belong to your team."
