I also believe it s Monterey 12.1 that broke outlook and not Microsoft, because everything was fine in Monterey 12.0.1 and this issue happened to me right after upgrading to 12.1

I am using Outlook Version 16.56 (21121100). Outlook search worked fine in Monterey 12.0.1 but broken in 12.1
