Hi. I assume that you're participating in WWDC'22 SSC by the tag. For this year's SSC, they're not asking for a playground book, they are asking for a playground app with the extension '.swiftpm'. Coming to your question, Apple just recently released their Author template in the month of January. So, by the previous years trend, looks like there won't be an author template release any time soon. Good Luck!
