I would agree with you. My issue is Monterrey with XCode 13.2 those two combined changed everything. Previous version of Xcode 13.1 and previous version BigSur did not have this issue. I understand that I5 processor and i7 with 8GB or 16GB run other programs but my 2017 IMac was a quad-core. I am certain you had no more power than quad core either. The latest iMac I brought in for testing ran Monterrey and Xcode 13.2 easy, smooth, fast no issues no lag time no TIMEOUT. I can't be certain if it was lack of memory, lack of video I do feel like the new 6 core and 8 core had something to do with the performance. If you want to continue on a cheaper route I would downgrade OS to bigSur and downgrade to Xcode 13.1 and add more RAM to your iMac all that can be done just tedious and come back with your results. I just upgraded 2017 model iMac to 32GB of RAM and will test it and post my results. Hope this helps.

I agree with you once we moved up to Monterrey the issue with XCODE was prevalent. The 2 combined Monterrey and XCODE have bogged down the machines resources and simple hello world with xcode can take 45 minutes or just give the TIMEOUT error................. My next trouble shooting step since we do not have money to purchase 36 new iMacs this Fiscal year is to remove all non essential apps with jamf console and wipe the drives on the iMacs clean and fresh new install with less apps just the essential needed and see if the device runs XCODE smoother.

I noticed this started happening after I updated to Monterrey and installed and updated Xcode to v 13.2. I opened up activity monitor on the IMac due to the timeout error and noticed that Xcode was slowing down and sucking up more than half of the memory and it was peaking red when I recieved the Timeout error. I went over to the ITS department and asked for a test IMac with more Ram and better processor and it ran Monterrey and Xcode 13.2 wonderfully no timeouts no issues and ran great. My IMac 2017 18.2 device has I7 processor with 16GB of ram but it could not run Monterrey or this version of Xcode well is my end result. I need to upgrade RAM or upgrade the IMac for this classroom.
