I have the same problem on my MacBook Pro M4. My device region and language are set to German (Germany). I have also tried changing the language and region to English (US) and English (UK), but it always gets stuck at 100%. I can see that Apple Intelligence is taking up about 9.84GB of storage in the settings. After trying multiple different internet sources and reinstalling the macOS Beta, I don’t know what else to do.
