My issue with "unable to verify ...." was because I had failed to enable Network Link Conditioner. I had a new iPad which came with IOS 17. I had to upgrade the IOS (went to Sonoma) on my developement machine and XCODE (went to 16.1) to be able to be able to connect my my XCODE machine successfully to my IOS 17 device. You will find Network Link Conditioner under Settings -> Developer on your IOS 17 device.
