Installed version 13.2.1 does not work

After double-clicking the xcode app, only the icon on the dock jumped a few times, and then there was no other follow-up process. xcode doesn't work. Normally Xcode would run with a "Welcome to Xcode" window and an Xcode menu bar at the top of the desktop, but now there's none of that.

When I open and start running the console, xcode works fine. xcode doesn't work without running console
