I didn't change anything of my password or ID but when i try to log into the App store, the login window stays and the App store seems trying to connect (spinning wheel), but nothing more happens... I can still use the search box or the arrows, but the login window never disappear, i'm not logged in and i can't download anything. I'm using the last El capitan beta on a french Mac OS X.

Try quiting the App Store (maybe you'll have to force-quit it) and open the Console App. Then try logging into the App Store again and select the new lines in the log that this creates. You can post those lines here and that will help see what's going on.

I have the same problem in latest Chrome, Safari and Firefox browesers on Mac running Monterey 12.0.1. The same happens in the Connect app on mac and iPhone, as well as Safari iphone browser. This is ridiculous to say the least. This problem is being reported for half of the decade.
